With eight of Calgary's newly elected council members publicly committed to repealing blanket rezoning, it appears mayor-elect Jeromy Farkas has the votes to move ahead.

But on the other side, seven councillors don’t have black and white views on the issue: they don’t support repeal, but don’t support the status quo either.

That means this doesn’t have to be another divisive eight-seven vote, says political scientist Lori Williams.

“The trick is this ... What do those folks on council agree on in terms of a new zoning policy?” said the Mount Royal University associate professor.

“If they seem to be moving in a more positive direction — one that looks like it listens to, or has listened to, the range of voices in Calgary — then I think they've got a chance of pulling a win out of this.”
