For the residents of Harper Drive in Millcreek Township, when it rains, it pours. Every time their neighborhood gets heavy rain, it seems to be the same story all over again.

"I've put 32 years of hard work and effort into my yard and my home, and to watch it be washed away, it's sad," said Joyce Cochran, Millcreek resident.

This week, heavy rain has once again drowned their backyards, basements and garages with so much rain that their street had to be shut down on Thursday.

"It was all the way up, it was like two, three inches on the bottom of the garage," said Barbara Clontz, a Millcreek resident. "We weren't sure we'd be able to get in, because it was flooded when we left, but I had to go to the hospital."
