The Department for Work and Pensions could halt benefit payments to criminals detained in psychiatric facilities.
This follows a meeting between the mother of a murder victim and the Labour Party government, where she demanded "true systematic changes".
Linda Westcarr, whose daughter Kennedi Westcarr-Sabaroche was killed by her boyfriend, met with DWP chief Pat McFadden, who recently took over from Liz Kendall, at parliament on Monday alongside her brother.
Ms Westcarr urged the Government to "commit to real change".
She has called on the DWP to stop murderers from receiving financial support.
