AGAWAM — While town leaders couldn’t decide whether 6 a.m. or 7 a.m. is too early for construction work, one councilor said neighbors were suffering from the lack of any law at all.
Dino R. Mercadante told his colleagues on the Agawam City Council that builders’ trucks were rolling on Maynard Street as early as 4:55 a.m. this month, just days after the council failed to agree on an ordinance setting an allowable time window for noisy construction work.
“Don’t pass the ordinance and you have no protection,” Mercadante said. “Pass the ordinance and you have some protection.”
At its Oct. 20 meeting, the council voted 10-1 to support an amendment from Councilor George Bitzas — one of four holdouts who prevented the ordinance from passing Oct. 6 — that would set a construction window of 7 a.
