After months of back and forth, lawmakers passed a $4.3 billion transportation package during a special session on Sept. 29 to stave off deep cuts at the Oregon Department of Transportation and add reforms to address concerns over accountability at the agency.
House Bill 3991 calls for new and more frequent audits of ODOT and changes the makeup of an advisory committee to include more large project experts, among other things.
HB3991 is expected to raise $4.3 billion over the next decade, about a billion dollars less than House Bill 2017 is projected to make in the 10 years since its implementation and $7.4 billion below the bill pitched during the 2025 regular session .
