DULUTH, Minn.– A major milestone to help tackle the housing crisis in Duluth is finally complete and was celebrated this afternoon.

Harbor Highlands, a diverse complex in Duluth catering to backgrounds such as low income, and disability accommodations, finally wrapped up its sixth and final phase.

The 19-million-dollar investment introduced 40 units.

In addition, a tot lot playground was built to highlight the family friendly demographic.

The Housing & Redevelopment Authority of Duluth said, it’s affordable to households at a 50% area median income.
