The City of Winnipeg’s latest water-and-sewer rate report calls for increases of 2.8 per cent for the average household next year and 4.2 per cent in 2027.

In March, a city report suggested combined utility bills could increase by $436 in 2026 and another $340 in 2027 for a sample household of four. On Tuesday, a new report instead called for rate hikes of $44 in 2026 and $68 in 2027.

The increases will help fund construction of a new wastewater-treatment facility at the North End Water Pollution Control Centre. The city has long said rate hikes are needed to fund a three-phase $3-billion upgrade.

The rates would take effect Jan. 1, if approved by city council.
