Syracuse, N.Y. — A man charged with murder in connection with a September shooting on Syracuse’s South Side has been brought back to Syracuse from Arkansas.

Rephayah Oselmo , 18, of Syracuse, was arraigned in Syracuse City Court Tuesday and is being held in the Onondaga County Justice Center jail on no bail, according to arrest records.

He’s charged with second-degree murder and second-degree criminal possession of a weapon.

The other two people charged in the murder of Jakari Townsend , 26, are Drevan Felder , 17, of Cicero, and David Herndon, 33, of Syracuse.

Oselmo and Felder are accused of firing 11 shots from 9mm handguns while riding VEO motorized bikes in the 400 block of Bellevue Avenue on Sept. 16. Townsend was found unresponsive in front of the J & B Grocery at 409 Bel
