NORWOOD, Ohio —

Turmoil at election time. That's what City Hall is experiencing as the final week of early voting unfolds.

Votes will be counted one week from Tuesday and decisions are being made in the midst of a dramatic change at the top of the police department. Advertisement

Chief Terri Theetge was placed on administrative leave last week.

The fallout at the ballot is unclear, but there are many conversations about the potential occurring throughout the city leading up to Nov. 4.

For Cincinnati residents, the off-year election is a referendum on the status quo at City Hall.

"Turmoil in City Hall is never a good thing for an incumbent,” said University of Cincinnati political science professor David Niven.
