A newly uncovered email obtained by WLWT Investigates reveals tension between Cincinnati's city manager, Sheryl Long, and Police Chief Terri Theetge.

In the email, Long warned that "messaging challenges" have led to confusion.

"I think it's important for us all to be aligned, particularly around public safety. It's in the best interest of our City and our departments to reestablish a shared agreement around messaging to strengthen what we are trying to communicate without any misunderstandings," Long wrote.
