SIOUX CITY, Iowa (KCAU) — A three-tiered system to determine entry at the Sioux City Warming Shelter will continue to be in place this winter. The local non-profit organization shared details with the Sioux City City Council on Monday.

The admission process was implemented in February 2025. The tiers are: • Tier 1 Use of the overnight shelter Showers Laundry Equipment • Use of the overnight shelter • Showers • Laundry Equipment • Tier 2 Must take a breathalyzer at entry Drug tested when transitioning between tiers • Must take a breathalyzer at entry • Drug tested when transitioning between tiers • Tier 3 Required to test negative for alcohol or drugs over a 30-day timeline • Required to test negative for alcohol or drugs over a 30-day timeline
