Both teams were unveiled Wednesday. Voting was conducted by the Football Reporters of Canada, nine CFL head coaches and fans.
Mitchell, who threw for a CFL-high 5,296 yards and career-best 36 TDs, was the East Division selection. Rourke, who was second overall in yards (5,290) and touchdowns (31) was named to the West squad.
Mitchell was among 11 Hamilton Tiger-Cats selected to the East contingent, tied for tops along with the Montreal Alouettes. Rourke was one of six B.C. Lions on the West Division team as the first-place Saskatchewan Roughriders had 10 players named to the squad.
