Kathy Leanos didn't know if anyone at her local bar's Halloween party would even understand her costume.

The 28-year-old from Downey, Calif., decided to go as her favorite country artist, Luke Combs , given that it was a country-themed venue. She tells PEOPLE that she was "determined" to win the costume contest, but was unsure if she could pull off the look.
