SAN DIEGO (FOX 5/KUSI) -- San Diego city and county leaders have proposed a new ordinance aimed at protecting renters from hidden or excessive fees.

San Diego city council members call it the "Residential Rental Price Gouging, Fee Exploitation, and Cost Transparency Ordinance."

It would prohibit landlords from charging renters unnecessary add-on charges beyond the monthly rent and require them to clearly disclose rental costs.

It would cap rental fees at no more than 5% of the monthly rent charges, ban fees for basic services such as pest control or trash collection and eliminate monthly pet fees.

In addition, it would require full disclosure of all rental costs in listings and lease agreements.
