Steady rain could lead to local flooding along I-95, so allow for extra travel time during your Thursday commute. A few storms may turn severe Thursday in places like Philadelphia, Baltimore, D.C. and Virginia Beach with damaging winds and an isolated tornado possible. Strong onshore winds will also result in coastal flooding. Thankfully many cities dry out just in time for Halloween, but rain and wind could put a damper on trick-or-treat festivities across northern New England and upstate New York.
