BATON ROUGE, La. (WAFB) - Gary Beard, the former Executive Director of the Capital Area Groundwater Commission (CAGWC), was booked on felony charges Thursday tied to allegations of bid rigging, malfeasance in office, and conspiracy over contracts.
His arrest comes after a series of WAFB I-TEAM reports that raised serious concerns about what was happening at the agency under Beard’s leadership, and allegations that he may have benefited from the contracts. During an I-TEAM interview at the beginning of the year, Beard vehemently denied any wrongdoing.
Beard is facing three felony charges tied to allegations of bid rigging and official misconduct while he was the leader of the CAGWC. Beard is alleged to have colluded with an employee at Sustainability Partners (SP) to manipulate documents
