The government is shut down, again. It's the Trump Shutdown. It’s the Schumer Shutdown. It's the Republicans' fault, because they have majorities in the House and the Senate. It’s the Democrats' fault because they won't join Republicans in the Senate and pass the bill to fund the government. Blah. Blah. Blah. That's politics, not governance.

The reality is, if we lived in a vacuum, it would be the Democrats' fault that the government is shut down, because they won’t vote to pass a “continuing resolution” to temporarily keep funding the government. However, we don’t live in a vacuum. Several points here: The current “continuing resolution” would only fund the government until Nov. 21. Then what?
