What is the Kirkpatrick Heights–Greenwood Master Plan?

The plan is a long-term blueprint for redevelopment in North Tulsa and Greenwood. It aims to bring housing, business, and cultural investment to land historically tied to Black Tulsans before it was taken during urban renewal and the 1921 massacre.

Who is overseeing the project?

The Greenwood Legacy Corporation (GLC), a nonprofit formed to carry out the plan, was established with help from PartnerTulsa — the city’s development authority. PartnerTulsa has provided staff support to the Advisory Committee, funding for legal services to support the formation of Greenwood Legacy Corporation, and funding for other necessary consulting services through its Operating Budget.
