Republican President Donald Trump , instead of calling on Congress to negotiate over its budget impasse, has instead called on GOP senators to end the filibuster rule to bypass a Democratic roadblock during a government shutdown now in its 30th day.

The filibuster is a Senate rule that requires 60 of its 100 members to pass most legislation. Republicans hold a 53-47 majority in the Senate and a 219-213 majority in the House of Representatives. The House previously passed a continuing budget resolution, but Democrats have blocked it in the Senate while demanding extension of Affordable Care Act subsidies that were ended by Trump's "Big Beautiful Bill."
