WARREN Authorities have issued a warrant for a Warren man after humane investigators report finding two emaciated dogs on the city’s Southwest Side.
Jason Cooke, founder of Health Hearts and Paws Animal Project, says the dogs were found on Monday, confined behind a home on the 1800 block of Victoria Ave. SW.
Cooke says both dogs were emaciated, with no access to food or water. One of the dogs was chained, unable to reach shelter. Cooke notes that temperatures the previous night were below freezing.
