ELIZABETH CITY, N.C. (WAVY) - The North Carolina Office of the State Auditor (OSA) released an investigative report Tuesday which found Elizabeth City city employees and the former city manager in noncompliance for nearly $100,000 in food expenditures.
The investigation was prompted due to an allegation received by the State Auditor’s Tipline, in which the OSA reviewed $79,166 worth of procurement card purchases(P-cards) by city employees and $14,640 worth of P-Card purchases by the former City Manager.
According to the OSA, P-cards function as government credit cards. The investigative report states that former city manager made 96 purchases, between November 2022 through October 2024, which could be seen as an inappropriate and excessive
