City council voted Monday night to hire the social agency One City Peterborough for low-barrier emergency shelter services, following a request-for-proposal process.

A low-barrier shelter is one where people without homes are not turned away when intoxicated. Peterborough has only one such shelter: Trinity Centre at 360 Reid St.
