A pair of citizen-led ballot issues targeting development in Estes Park was receiving mixed reviews Tuesday from voters in the tourism-dependent mountain town.
As of 9 p.m., one of the issues involving rezoning was winning approval, while another regarding density and building heights was going down to defeat.
Ballot Question 300, which would require written approval from a two-thirds majority of property owners within a 500-foot radius of a property undergoing rezoning or a Planned Unit Development before the change can be approved, was leading with 974 votes in favor and 805 against.
However, a companion measure, Ballot Question 301, was failing with 741 votes for the measure but 1,044 against it. That measure would have repealed Section 11.4 of the Estes Park Development Code, which
