The Maricopa County Board of Supervisors unanimously voted to deny a comprehensive plan amendment request from railroad giant BNSF at its meeting Nov. 5.

While the vote was not a complete rejection of the proposed 4,200-acre project, it was a blow to the plan, which has already been intensely controversial.

The development will require both a comprehensive plan amendment and a zoning change to clear the way for a proposed $3.2 billion development in Wittmann, an unincorporated area in the northwest Valley. The comprehensive plan amendment, which would address a portion of the site that had been designated as “rural residential” in 2023, was subject of Wednesday’s discussion.
