A proposal to stop using Fair Park as the city’s primary winter weather shelter received a cool response from the Dallas City Council on Wednesday.
Dallas City Manager Kim Tolbert said she is seeking guidance from the 15-member council on a proposal to move from a centralized mega-site at Fair Park , which kept more than 1,300 people warm last winter during two prolonged weather events, to a regional model of smaller locations spread across the city.

Tolbert told council members there was a need to review other options, citing a $978,000 budget for operating the winter inclement weather shelter that ended up costing $2.9 million.
