Last week, Gov. Jeff Landry made it clear he wants to see a deal built more on performance-based incentives than guaranteed money. He called the 10-year, $95 million agreement with former coach Brian Kelly “irresponsible” and criticized former athletic director Scott Woodward for his contracts.
