CHARLESTON, S.C. (WCSC) - The Charleston Police Department has confirmed that they have shifted to recovery efforts in the search for the missing College of Charleston student who went missing in the early-morning hours of Halloween.

Officers say 19-year-old Owen Tillman Kenney was last seen by friends near King Street and Burns Lanes at about 2 a.m. Friday.
