A 21-year-old man was arrested after he apparently fired a gun and the bullet penetrated the ceiling, injuring his upstairs neighbor Thursday night in Portage Park on the Northwest Side, police said.

The 22-year-old victim was inside his apartment in the 4600 block of West Patterson Avenue around 9:50 p.m. when a bullet appeared to have come from the floor and grazed him in the chest, Chicago police said.

The 22-year-old declined to be taken to a hospital and the 21-year-old man who was inside the apartment below him was arrested.

A gun was found and charges were pending.
