Kevin Lincoln, the former mayor of Stockton, announced he will be running for California's 13th Congressional District, which will be newly re-drawn after the passing of Proposition 50 on Tuesday.
Lincoln, a Republican, ran for Congress in 2024, losing the race for California District 9 to Democratic incumbent Josh Harder. Harder secured 51.8% of the vote, compared to Lincoln's 48.2%.
In 2020, Lincoln was elected as Stockton's mayor. In a 2023 interview with KCRA 3 he described that first congressional campaign as a "call to service" and said he saw himself as as a "bridge builder" who can maintain that priority in the nation’s capital.
The Democratic party will hold a 15 percentage point advantage over the Republican Party in terms of registered voters in the new District 13, according
