MUSKEGON, MI - The city of Muskegon announced this week that it placed in the top three nationally for the 2025 Ivory Prize for Housing Affordability.
The city placed alongside the State of Florida and Los Angeles County in the policy and regulatory reform category . The awards recognize “innovative, feasible, and scalable solutions aimed at addressing the critical issue of housing affordability,” according to a press release .
Muskegon is being recognized specifically for its use of tax increment financing (TIF).
The city “leverages tax increment financing to transform vacant lots into affordable single-family homes, recovering costs through future property tax gains,” the foundation shared earlier this year .
The city is building some houses itself and is then able to sell them
