PORTLAND, Ore. — U.S. District Court Judge Karin Immergut issued a permanent injunction Friday evening barring the Trump administration from deploying National Guard troops in response to protests outside the ICE building in South Portland.

The ruling follows a preliminary injunction that Immergut issued last week and marks her final decision, but likely not the end of the case. The Trump administration is all but certain to appeal to the 9th Circuit U.S. Court of Appeals, and the case could ultimately reach the Supreme Court.
