The head of the Business Council of Australia has doubled down in his criticism of Victoria's business regulations after Premier Jacinta Allan rejected a report ranking the state as the worst in the nation to do business.
The BCA’s Regulation Rumble 2025 reports evaluated Australia’s eight states and territories across 10 metrics, with Victoria finishing last overall due to uncompetitive land tax and stamp duty rates, licensing requirements to do business, and payroll tax.
The Labor-led state was ranked in last or second last place across four of the 10 categories.
Its highest ranking was the third place it achieved in the cost of worker compensation schemes, retail trading hours, and the transparency in its planning system.
