Detroit — A staff member for Detroit City Councilwoman Mary Waters enlisted his longtime friend Charles Pugh, the former broadcaster and ex-Detroit council president who eventually was convicted of criminal sexual conduct, to help get a top city of Detroit government job, according to a new report by the city's Office of Inspector General.

Reggie Davis wanted to be the city's next ombudsman, a 10-year appointment with a $195,000 annual salary. As part of his pursuit, Davis and Pugh held meetings in September with an information technology firm that provides key work for the city office. Davis told representatives from the firm he was "part of the incoming staff" and Pugh was his "chief of staff", according to the Office of Inspector General's report released late last month.
