WATERTOWN, New York (WWNY) - The Watertown Police Department says a veteran member of its department has been arrested by New York State Police.
57-year-old Lieutenant James Spencer Jr. is in city court for an 11am arraignment Thursday after a September incident where he allegedly used force against a male juvenile while in the parking lot of the Jefferson County Public Safety building where the Watertown PD is housed.
State police say the charges are harassment in the 2nd degree and endangering the welfare of a child.
State police say its investigation determined that the juvenile’s guardian drove to the Jefferson County Public Safety Building to have an officer speak with the juvenile. The juvenile refused to enter the building and ran into nearby bushes. Two Watertown Police Departme
