US Secretary of State Marco Rubio has described the deadly car explosion near Delhi’s Red Fort as clearly a terrorist attack, praising India for its measured and professional handling of the investigation even as the toll and tensions draw international concern.

A high-intensity blast outside the Red Fort on Monday killed at least 13 people. India formally labelled it a heinous terror incident on Wednesday.

Speaking to reporters in Hamilton, Canada, Rubio said Washington was closely tracking the developing probe but stressed confidence in New Delhi’s approach. “I think the Indians need to be commended. They have been very measured and cautious and very professional in how they’re carrying out this investigation,” he said.
