CALDWELL, Idaho — A message not intended for the public is now raising concerns in the city of Caldwell.
Caldwell Mayor-elect Eric Phillips confirmed to KTVB that he inadvertently sent a voice memo to November 2025 city council candidate Carlos Hernandez. The two met on the campaign trail and touted interest in brining transparency to the city.
"I had a feeling that it wasn't for me because we had never spoke with that type of candor before," Hernandez said. "I had listened to it, and to say I was shocked was, is probably – I guess it was an understatement."
Phillips in the voice memo can be heard talking about plans to "fire" Caldwell's police chief using strong language and outlining how he plans to avoid legal issues once in office.
