PORTLAND, Ore. — The Trump administration has filed an appeal asking the 9th Circuit U.S. Court of Appeals to overturn a permanent injunction that U.S. District Court Judge Karin Immergut issued last week, barring the administration from deploying any National Guard troops to Portland in response to protests outside the ICE building in the South Waterfront.
The appeal was expected; the case already went to the 9th Circuit last month when the administration appealed an earlier temporary restraining order that Immergut put in place while she heard the case, and lawyers for the administration signaled in their closing remarks at the trial that they intended to escalate the case if Immergut ruled against them.
