A months-long child sex investigation was prompted by parents who “failed to intervene” as an adult man engaged in “telephonic sexual communications” with their 14-year-old daughter, New York State Police said Friday, Nov. 14.

Deer Park police told investigators they received “minimal cooperation” from the girl’s parents, who they say failed to intervene and allowed contact from Ronald Babcock, 31, of Port Jervis, to continue, according to a release from NYSP.

Deer Park PD filed a report with the New York State Central Registry, launching a joint investigation by the New York State Police Child Abuse Unit and Orange County Child Protective Services, state police said.

A grand jury later indicted Babcock on two counts of use of a child in a sexual performance, eight counts of possessing a sexual performance by a child, and endangering the welfare of a child, authorities said. A warrant was issued after the indictment.

It was not immediately clear whether or not the girl's parents were charged.

Babcock was arrested on Friday, Nov. 14, in Port Jervis without incident by the Child Abuse Unit and the City of Port Jervis Police Department. He was brought to the State Police Greenville barracks for processing.

He was arraigned in Orange County Court and remanded to the Orange County Jail with bail set at $35,000, bond at $250,000, and a partially secured bond at $300,000. He is scheduled to appear in court on Tuesday, Nov. 25, at 10:30 a.m.
