These are words being used to describe a so-called new approach taken by Niagara Regional Police toward use of illegal drugs in public places.
But is this really a new tactic, or is it more accurately a decades old tactic that has been repurposed?
The NRP approach has prompted concern among advocates, addictions services providers and even some members of the police services board.
