On Sunday at 12:19 a.m. the National Weather Service issued a winter storm watch valid from 10 a.m. until Monday 1 p.m. for Warren, McKean and Elk counties.
"Heavy lake effect snow possible. Total snow accumulations of 6 inches or more possible. Winds gusting as high as 45 mph," describes the weather service. "Drifting snow may quickly cover roads that had been cleared."
"Plan on slippery road conditions. The hazardous conditions could impact the Monday morning commute. Gusty winds could bring down tree branches and make visibility extremely poor," says the weather service. "During lake effect snow, the weather can vary from bands of locally heavy snow to dry weather just a few miles away. Visibilities can also vary greatly. Be prepared for rapid changes in weather, visibility, and road
