The Owens Cross Roads City Council voted unanimously to pursue legal action against Pathway, a facility for troubled teens. This decision follows the city's earlier revocation of Pathway's license after a riot last fall.
Earlier this month, six girls escaped from the facility, marking the latest in a series of escapes and riots over the past year. Neighbors have expressed concern for the girls inside, and legal experts agree.
"When there are repeated escapes, and flees from these facilities, then something very, very wrong is going on inside those walls," said Tommy James, an attorney representing victims of abuse and neglect in youth residential facilities.
