Pittsburgh City Councilman Anthony Coghill is seeking to cancel the city’s $6 million comprehensive plan contract, citing mounting complaints about the engagement process and growing concerns about the city’s strained finances.

Legislation introduced Tuesday would terminate two agreements: a joint contract with HR&A Advisors and Urban AC LLC, and another with Sasaki and Common Cause Consultants. The organizations had been hired to manage the public engagement of the comprehensive plan.

But as frustrations over the city’s financial picture grow and the engagement process worsens, Mr. Coghill is looking to cut the city’s losses and move on.
