Ahead of San Francisco marking the fourth annual Transgender Immigrants Day Tuesday, news began to spread that a high-ranking queer city official who had handled immigrant rights issues is no longer employed by the city. For more than a decade, Richard Whipple had been deputy director of the Office of Civic Engagement & Immigrant Affairs. The East Bay resident briefly served as acting director of the city agency prior to the hiring of its gay executive director, Jorge Rivas, in 2023.
