Swing-district Rep. Juan Ciscomani is once again in the center of a political storm as Congress, months after enacting sweeping cuts to Medicaid, gears up for another high-stakes round of negotiations on health care.

Ciscomani, a Republican who represents much of southern Arizona in Congress, has staked out a unique position as one of the few House Republicans who has struggled publicly with his party’s health care agenda during President Donald Trump’s second term.
