Pinned by the state, Phoenix leaders passed a controversial zoning plan that many residents fear will ruin historic neighborhoods, while others believe it will increase housing availability.

In a unanimous vote, the City Council allowed owners of single-family lots within one mile of downtown Phoenix to build duplexes, triplexes and fourplexes, sometimes referred to as “middle housing.”
