France has accused the United States of attempting to push Ukraine into “capitulation” with a new peace plan drawn up jointly by Washington and Moscow.

The 28-point proposal would require Kyiv to cede territory to Russia and reduce its military strength by half. Jean-Noel Barrot, the French foreign minister, said: “Peace cannot mean capitulation. We do not want the capitulation of Ukraine.” His comments came after several European leaders criticised the plan, which was negotiated in secret in recent weeks.
