BAY CITY, MI — Two members of a “five-headed monster” have received prison terms for defrauding the Michigan Department of Transportation out of millions by posing as a minority-owned business. They won’t begin serving their sentences, though, until after the new year.

Jeffrey Bartlett and Andrew W. Semenchuk on Tuesday, Nov. 18, appeared before U.S. District Judge Thomas L. Ludington for sentencing, having both pleaded guilty in July to conspiracy to defraud the United States. The duo’s three codefendants — Brian Bartlett, Anthony Thelen, and Adam Ball — have also pleaded guilty to the five-year felony.

Ludington sentenced both men to 15 months in prison, followed by two years of supervised release. The judge recommended they be incarcerated at a federal camp in Montgomery, Alabama.
