BUFFALO, N.Y. — The City of Buffalo Mayor and Comptroller are both declaring wins after a ruling was released Thursday by the five-judge panel of the Appellate Division in Rochester regarding the use of bonds for funds in the city's capital budget.
The suit by Acting Mayor Chris Scanlon and Councilman Mitch Nowakowski asked the court to cancel the automatic stay that was issued after Comptroller Barbara Miller-Williams filed her appeal from the Erie County Supreme Court.
In the decision handed down Thursday, the judges agreed to uphold the stay, but ordered the Comptroller to get all necessary paperwork for her appeal by December 22, 2025. If she misses the deadline, the stay is immediately lifted, and the lower court's ruling will take effect.
