SOUTH BEND, Ind. (WNDU) - The South Bend Community Police Review Board failed to reach quorum Thursday night, postponing a decision on an officer who detained a teenage girl in an incident that became a viral video .

Only four of nine board members attended the meeting. The board needs five members present to conduct official business.

The review board was expected to issue a final decision on the August incident where a South Bend police officer subdued a teen face down with her head over the curb outside a downtown McDonald’s on Michigan Street. The police review board received a formal complaint about the incident nearly three months ago.
