A proposed crackdown on abandoned shopping trolleys by the City of Stirling is set to be dumped after legal advice found it likely exceeded the council’s powers.
Earlier this year, the city drafted new local laws that would have required retailers to take stronger measures to ensure shopping trolleys stayed within their designated areas.
The legislation aimed to regulate the removal of shopping trolleys from shopping precincts, ensure their prompt collection and return, give the city powers to impound abandoned trolleys, and create offences and penalties for breaches of the law.
A report is now set to be presented to council following public consultation on the proposal, with internal and external reviews finding that the draft local law likely exceeds the powers permitted under the Loc
